Janice Fraser is speaking about the planning that should occur before a project begins to determine the organizational context in which a project occurs, and how to identify
• the business need to do the project
• the scope of the project, and
• who the stakeholders / decision makers are

A large part of undertaking Janice's "holistic" planning is to understand one's own role in the company and to identify misalignments in authority vs. responsibility. When project issues arise, it is important to include the appropriate authorities so that the misalignments between authority and responsibilty will not hinder the problem solving process.
