Why solving for extreme cases may be more effective
Often the biggest problems are caused by a small group of extreme cases (Noah cites homelessness and bad cops as examples.) Fixing those extreme cases may get you better results than solving for the "average" case. (It's the 80/20 rule in effect--something that's been cropping up in my life a lot recently.)
